For some reason none of the hero skill trainers that suposedly can teach it don't have it?

It's in Sunspear Skills with the Hero Skill Traders in Sunspear Great Hall or Command Post.

make sure your profession or secondary is mesmer and click on the SUNSPEAR SKILLS not the mesmer skills.
